Stacy represents clients in the often complex legal matters surrounding the environmental, energy and natural resources arenas. Stacy also possesses a background rooted in the sciences, which equips him to understand the science and technical issues underlying the legal requirements. Drawing upon this background, he can better help clients develop compliance solutions that reflect the regulatory and scientific realities of the situation, while also recognizing the client's business and operational needs. Stacy serves as counsel in regulatory and transactional matters; property acquisition and development, including brownfields development; complex enforcement actions by state and federal agencies; permitting and permit appeals; NEPA compliance; environmental remediation and cleanup; litigation over environmental cleanup costs and toxic tort claims; and the regulation of energy production, including renewable energy projects. Recognizing that compliance is generally the best "defense," Stacy also has substantial experience helping guide clients through internal compliance audits and facility reviews. In addition to environmental matters, he assists clients with Occupational Safety and Health Administration (OSHA) issues, particularly those related to hazardous substances, as well as defending clients in OSHA investigations.
