In 2013, SCCEBA developed legislation to create a commssion comprised of industry leaders tasked with discovering ways the state can attract more advanced energy manufacturing companies to the state. In 2014, the Governor signed Act 171 known as the Clean Energy Industry Manufacturing Market Development Advisory Commission which would be administered by the South Carolina Department of Commerce.

The Commission met regularly in 2014, submitting an initial report to the General Assembly on December 30, 2014. The initial report, which can be downloaded by clicking here, provided an excellent description of South Carolina's advanced energy assets. From existing companies to workforce analysis to an excellent listing of clean energy manufacturing business recruitment incentives from other states, the intial report is an extremley valuable resource for economic developers interested in leveraging their community assets to recruit new industry. 

The Commission continued to meet in 2015, and eventually broke into subcommittees to focus on specific topics. The Final CEIMMDAC Report was submitted to the General Assembly on September 30, 2015. The Final Report details the Strategic Framework for Clean Energy Manufacturing in South Carolina which depicts the inter-relation between Workforce Development, Research and Innovation, and Market Development. Additionally, the Final Report provides excellent recommendations which SCCEBA, in partnership with the South Carolina Department of Commerce, will continue to develop to reality.
